Role Purpose | الهدف من الوظيفة

The Local Content Performance Lead is a strategic role responsible for driving the localization of high-specification Oil & Gas equipment manufacturing in the Sultanate. The primary objective is to maximize In-Country Value by transitioning the supply chain from international imports to local production while maintaining strict adherence to international safety and quality standards such as API, ASME, and ISO.

Key Responsibilities | المسؤوليات الرئيسية

Performance Management and Execution | إدارة الأداء والتنفيذ

  • Execute the localization roadmap for specific Oil & Gas equipment categories such as OCTG, wellheads, valves, downhole tools, and pressure vessels.
  • Develop and manage a performance dashboard to track the key pillars of the Local Content Framework.
  • Focus on local sourcing and fixed asset investment in manufacturing facilities.
  • Collaborate with procurement teams to embed Local Content weighting into tenders.
  • Monitor contractor performance against committed local content and actual local content.
  • Identify and report value leakage points where manufacturing spend is exiting the country.
  • Propose actionable localization solutions that support local production and sustainable supply chain development.
  • تنفيذ خارطة طريق التوطين لفئات محددة من معدات النفط والغاز مثل OCTG ورؤوس الآبار والصمامات وأدوات قاع البئر وأوعية الضغط.

  • Oversee Joint Venture agreements between international OEMs and local partners.
  • Ensure genuine transfer of technical intellectual property, specialized machining skills, and engineering know-how.
  • Work with technical teams to standardize equipment specifications.
  • Aggregate demand to make local manufacturing more economically viable.
  • Support localization initiatives while maintaining compliance with international quality and safety standards.
