Department Description:
The ‘Project Procurement’ organization is responsible for 3rd Party Spend required as part of our total solution offering to Customers.
Our offerings range from Full Turnkey Radio systems to pure System Integration projects scope.
The aim of the Department is to actively drive the development and execution of a consented procurement strategy to ensure company offerings to customers --pre & post award— are competitive, in keeping with offering world class solutions and at attractive margins, using lowest total cost of ownership approaches.
Duties & Responsibilities:
To act as the primary interface from Procurement & Supply perspective for activity on 3rd Party Supply requirements necessary for successful bid submission at Pre-Sales stage and for successful execution of Project at Post award stage.
Ensure Procurement is considered a strategic partner in responding to customer opportunities by partnering with internal clients (e.g., Business Development; Services; Project Management; Bid & Quote; Engineering and Marketing).
Oversee the review of all categories with the aim to reduce cost, minimize risk, protect continuity of supply, and exploit emerging opportunities.
Ensure Total Cost of Ownership (TCO) perspective on all categories, including price/cost analysis principles etc.
Spearhead vendor relationship to ensure ongoing productivity in categories under management and future relationship is developed with new potential vendors.
Oversee design of negotiation strategies and lead negotiations to deliver against business objectives and achieve sustainable relationships with vendors.
Review vendor performance reports to insure consistency with quality, service and delivery objectives and own the decision on application of penalties.
Implement KPIs on savings, process lead time, compliance, vendor leverage and customer satisfaction.
Work closely with business partners at i) Bid (pre-award) & ii) Project (post award) to ensure a unified Procurement value-add and delivery strategy.
Knowledge share with Global Category Managers to ensure a One Procurement approach.
Participate in developing annual cost reduction/margin enhancement objectives, gaining buy-in from Project Team & execute on plan and meet/exceed the goal.
Execute contracts with liaison of Legal to ensure contracts are in place prior to execution of procured Equipment, Supply & Services.
Execute any ‘cost claim’ issues with suppliers, ensuring equitable value achieved for deficiencies against contract by the supplier.
Working with other Internal Functions (e.g., Finance, Logistics, Project Management) to facilitate the successful execution of the “Purchase to Pay” cycle to ensure Internal Controls are met and Suppliers are paid in accordance with the agreed terms. Investigate & escalate overdue payment issues with the appropriate internal teams.
Monitor & Report on Projected P&L Spend versus actual executed spend.
5% of time travelling is required within GCC region.
Prime Categories of Experience/ Exposure to include:
Supply of Tower, Shelter, Power, Genset, Microwave, Telephony, CAD Solution.
Services such as Civil/Infrastructure works (examples may include: Telecom Site Acquisition Services, Site Preparation, Tower Foundation works, Tower Erection, Fencing).
Services such as Telecom Installation Work, Integration, Commissioning, Warranty & Support and Operation and Management.
Supply and Installation of Technology (OEM Hardware & Software).
Professional Services (IT integration, Design Consulting etc).
Services such as RF/Drive Test Services.
Qualification & Experience:
Bachelor's degree. Preferable if it is in Information Technology/Engineering or any Telecom related field.
At least 5 years of working experience in Procurement and Supply Chain function.
Certification of CIPS or equivalent will be preferred.
Well versed with ERP Systems, Databases, E-bidding Tools.
Deep knowledge of Telecom Network/Technology and understanding of commercial categories.
Experience in Bid & Quote/Project type environment for Infrastructure e.g., Telecom, IT System Integrator or Energy will be a plus.
This is a hands on role so it’s essential the applicant has high levels of personal initiative, ownership, leadership and communication skills.

الواجبات والمسؤوليات:
العمل كواجهة أساسية من منظور المشتريات والإمدادات للنشاط المتعلق بمتطلبات إمداد الطرف الثالث اللازمة لتقديم العطاءات بنجاح في مرحلة ما قبل البيع وللتنفيذ الناجح للمشروع في مرحلة ما بعد الجائزة.
ضمان اعتبار المشتريات شريكًا استراتيجيًا في الاستجابة لفرص العملاء من خلال الشراكة مع العملاء الداخليين (على سبيل المثال، تطوير الأعمال؛ الخدمات؛ إدارة المشاريع؛ العطاءات والعروض؛ الهندسة والتسويق).
الإشراف على مراجعة جميع الفئات بهدف خفض التكلفة وتقليل المخاطر وحماية استمرارية التوريد واستغلال الفرص الناشئة.

المشاركة في تطوير أهداف خفض التكلفة السنوية/تعزيز الهامش، والحصول على موافقة فريق المشروع وتنفيذ الخطة وتحقيق الهدف/تجاوزه.
تنفيذ العقود مع مسؤول الاتصال القانوني للتأكد من وجود العقود قبل تنفيذ المعدات والإمدادات والخدمات المشتراة.
تنفيذ أي قضايا تتعلق بـ "مطالبة التكلفة" مع الموردين، وضمان تحقيق قيمة عادلة مقابل النواقص في العقد من قبل المورد.
التعاون مع الأقسام الداخلية الأخرى (مثل المالية، والخدمات اللوجستية، وإدارة المشاريع) لتسهيل التنفيذ الناجح لدورة "الشراء للدفع"، بما يضمن استيفاء الضوابط الداخلية ودفع مستحقات الموردين وفقًا للشروط المتفق عليها. التحقيق في قضايا الدفع المتأخر وتصعيدها مع الفرق الداخلية المختصة.
مراقبة وإعداد التقارير عن الإنفاق المتوقع في الربح والخسارة مقابل الإنفاق الفعلي المنفذ.
5% من الوقت المطلوب للسفر داخل دول مجلس التعاون الخليجي.
الفئات الرئيسية من الخبرة/التعرض لتشمل:
توريد الأبراج والمأوى والطاقة ومولدات الكهرباء والميكروويف والهاتف وحلول التصميم بمساعدة الكمبيوتر.
خدمات مثل الأعمال المدنية/البنية التحتية (قد تشمل الأمثلة: خدمات الاستحواذ على موقع الاتصالات، وإعداد الموقع، وأعمال أساس البرج، وإقامة البرج، والسياج).
خدمات مثل أعمال تركيب الاتصالات، والتكامل، والتشغيل، والضمان والدعم، والتشغيل والإدارة.
توريد وتركيب التكنولوجيا (أجهزة وبرامج OEM).
الخدمات المهنية (تكامل تكنولوجيا المعلومات، استشارات التصميم وغيرها).
خدمات مثل خدمات اختبار RF/Drive.
المؤهلات والخبرة:
درجة البكالوريوس. يُفضل أن تكون في مجال تكنولوجيا المعلومات/الهندسة أو أي مجال ذي صلة بالاتصالات.
- خبرة عمل لا تقل عن 5 سنوات في مجال المشتريات وسلسلة التوريد.
يفضل الحصول على شهادة CIPS أو ما يعادلها.
خبرة جيدة في أنظمة تخطيط موارد المؤسسات وقواعد البيانات وأدوات المزايدة الإلكترونية.
معرفة عميقة بشبكات/تكنولوجيا الاتصالات وفهم الفئات التجارية.
ستكون الخبرة في بيئة العطاءات والعروض / المشاريع للبنية التحتية مثل الاتصالات أو نظام تكامل تكنولوجيا المعلومات أو الطاقة ميزة إضافية.
هذا دور عملي، لذا من الضروري أن يتمتع المتقدم بمستويات عالية من المبادرة الشخصية والملكية والقيادة ومهارات الاتصال.
