Type
Objective
Mechanical workshop
This workshop would specialize in repairing and maintaining mechanical equipment such as pumps, valves, and compressors. It may also have facilities for fabricating new parts or repairing damaged parts.
Lifting equipment
Devices used to lift and move heavy objects, such as cranes, hoists, slings, and chain blocks. Forklifts, trucks, and trailers, heavy equipment operators.
Lubrication equipment
Equipment used to apply lubricants to equipment, such as grease guns and oil dispensers.
Tool Room
Tools are maintained as per quality standards, and stock replenish plan is developed.
Spare parts
Reverse engineering to meet emergencies in developing spare parts.
Welding and fabrication workshop
Provides welding and fabrication services to repair or replace damaged or worn parts or fabricate new parts. Equipment used for welding and cutting metal, such as welding machines, plasma cutters, and oxyacetylene torches. Equipment such as PSV test bench and its required spare development support.
Electrical & instrument workshop
Specializes in repairing and maintaining electrical equipment. Repairing of electrical motor housings during overhauling and repair of electrical and instrument components as per the direction of the plant E&I team.
General
Lead the design and supervision of the maintenance team in conjunction with project management requirements and control. Develop maintenance budget (aligned with Operations and O&M Plan) for routine operations and planned turnaround. Monitor and control maintenance OPEX and CAPEX costs against budget according to set finance guidelines and standards. Participate in progress review meetings with contractors to monitor performance and suggest corrective steps in case of deviation from agreed schedules. Provide inputs on Management of Change (MOC) while initial review & approval is in progress.
Maintenance
Lead the regular and routine actions taken on Duqm refinery equipment to prevent its breakdown. This includes tests, measurements, adjustments, parts replacement, and cleaning, performed specifically to prevent faults from occurring. Lead planned required reliability at a competitive cost set by benchmarking, development of asset management plans, and maintenance strategy based on RCM (Reliability-Centered Maintenance) with routine maintenance, programmed maintenance, and long-term extraordinary maintenance to keep availability, reliability, and functionality as per requirements, process owner, and associated tools/systems and SAP, and act together with PCI (Procurement Contracting Inventory) to optimize material inventory value (spares and stock) and reliability. Lead the workshop, planning & contracts maintenance and deliver the required plans for maintenance execution while related to the refinery facilities. Responsible for providing rotating, static, and electrical maintenance services for Duqm refinery equipment as required. Responsible to provide mechanical workshop assistance for plant and non-plant (Civil) works for Duqm refinery equipment as required. Optimize the use of internal workshop resources to provide support for plant maintenance teams. Control equipment sent out for repairs in third-party workshops to ensure timely returns. Control contractor manpower and equipment with timely mobilization and demobilization to avoid undue costs. Overlook all workshop assistance in the field like welding, fabrication, scaffolding, insulation, painting & civil works, etc. Look for areas of improvement and motivate staff. Ensure that effective planning & scheduling services are provided using best maintenance practices. Ensure that daily planning meetings are conducted effectively & the jobs are planned/scheduled as per the required work priority. Provide guidance and support to the planning team to prepare short-term & long-term maintenance plans, schedules with sufficient resource requirements for all maintenance activities. Review progress reports & performance indicators and take appropriate action and coordinate with concerned teams to catch up for lagging areas. Provide inputs for the development of maintenance contracts, its administration, control, and availability of resources. Initiate the procurement process for maintenance services & supplies by preparing detailed scope of works and liaising with various departments. Provide guidance for asset management & update master data in SAP. Analyze market trends and participate in formulating appropriate strategies to ensure the most effective and economic utilization of resources.

Education Requirements
Minimum Qualifications for this position is Degree in Mechanical/Electrical/Instrumentation Engineering or similar.
Language Requirements
Excellent knowledge of written, read, and spoken English (required).
Background And Experience
Competencies and skills
10+ years in workshop maintenance services inclusive of 4 years of relevant experience as a maintenance leader role (Oil & Gas / Petrochemical or Refinery Plant experience preferred). Knowledge of maintenance processes for the following refinery operations:
- Heavy Oil Complex Operation (CDU, VDU, SGP, LTU, KTU, DCU, and UGP)
- Hydro Processing Complex (HCU/ARU/SRU/SWS/DHT/HPU/PSA)
- Sulfur/Utilities Complex Operations (SRU, TGTU, ARU, CRU, SSW, CSW, BFW, Steam Generation, Air, N2, CWT, WWTP)
Knowledge of the refinery process and plant equipment. Knowledge of steam turbines, gas turbines, centrifugal compressors, reciprocating compressors, pumps, fans, and blowers, dry gas seals, mechanical seals, etc. Good understanding of the downstream petroleum industry as it relates to the facilities and company business. Knowledge in estimating, budgeting, and cost control. Demonstrated leadership impact to deliver improved and sustained performance. Proven experience with personal safety management. Refinery commissioning and start-up. Proven emergency response experience. Good knowledge of plant operations, processes, and process flow. Good knowledge & skills in computerized maintenance management systems (CMMS), MS Project. Experience in developing/reviewing maintenance work instructions. Proven experience with personal safety management. Good knowledge in HSE/SCE QA/QC, equipment & plans/standards. Awareness of DCS, ESD system, PLC, integrated control systems for rotating machinery. Experience in bids evaluation and knowledge of contracts management & spare parts optimization.
