Unit Head - Business Development -OMRAN Corporate

Purpose

To oversee, lead and direct all functions within the Business Development Department. Manage, lead and oversee the implementation of investment and divestment opportunities, business plans, feasibility studies, feasible and viable financial structures for OMRAN Group development portfolios. Provide investment leadership and guidance to internal stakeholders (OMRAN Group and subsidiaries) and external stakeholders (partners, investors, sub-developers, etc.) while ensuring alignment with industry best practices, international standards and statutory guidelines to meet stakeholder satisfaction, achieve OMRAN Group investment and divestment business plan objectives following defined business strategy.

Responsibilities

Strategic Contribution

Ensure effective implementation of investment and divestment plans as per OMRAN Group business plan to support executive management achieving objectives.

Monitor progress of real estate developments and operating assets to prepare periodical reports to executive management and Board of Directors.

Define relationship with other interfacing departmental strategies to ensure vertical alignment and horizontal integration of departmental strategies.

Represent OMRAN on JVs Boards and committees, review the JV performance, and provide recommendations to executive management to support decision making process.

Leadership

Lead the effective achievement of functional objectives through leadership of initiatives(s) and setting of individual objectives, managing performance, recruiting qualified staff, developing and motivating staff, provision of formal and informal feedback and appraisal –to maximize subordinate and departmental performance.

Provide coaching and mentoring to members of department as well as ensure mentoring programs are in place across the department.

Provide leadership, including appropriate staffing levels, recruitment, and development of individuals.
Group

OMRAN being a Group/ Holding level government-owned company, it is expected from all its staff members to provide services within the domain of their Job Description to OMRAN Group, its subsidiary companies, and its other assets, whenever required and requested by their Line Managers in accordance with the company’s needs and as seen appropriate by the senior management of OMRAN Group.

Operational

Provide leadership and direction in relation to the process of screening new investment opportunities, preforming required pre-investment analysis and providing recommendations on viability and feasibility of proposed deals.

Establish and promote best practices to structuring real estate private equity transactions both greenfield developments and acquisition of income generating assets.

Support the multi disciplines within the Development Department functions including estimating development budgets, cost control and monitoring capital expenditure during design and execution phases of developments.

Support the multi disciplines within the Finance Department functions including assessment of valuations processes, preparation and monitoring of periodical budgets and engagement with local/ international banks on credit facility management.

Maintain an appropriate level of support across all organization’s departmental functions while ensuring continuous collaboration with other business units, source and manage relations with partners, investors, sub-developers, etc. to ensure all operations are smoothly facilitated.

Define an optimal organization structure for the department in coordination with the Chief Operating Officer to ensure resources are optimally utilized, and communication occurs in an effective and efficient manner.

Support the COO in the preparation and consolidation of the Business Development department budgets and any other relevant departmental budgets under the Operations Division.

Develop and oversee the implementation of functional policies, systems, processes, procedures, and controls covering all areas of function so that all relevant procedural/ legislative requirements are fulfilled while delivering a quality, cost-effective performance in a consistent manner.

Manage identification and documentation of business risks including political and economic risks.

Analyze, evaluate, and rank overall risk exposure from investment and financial perspectives.

Develop and actively lead risk mitigation measures to ensure that sustainability, feasibility and viability of investment cases.

Lead and direct the management of change through continuous improvement of relevant systems, processes and practices considering ‘international leading practice’, changes in international standards and changes in the business environment which demand proactive action plans.

Ensure compliance to all relevant quality, health, safety and environmental management policies, procedures and controls across the department to guarantee employee safety,

legislative compliance, delivery of high-quality products/services, and a responsible environmental attitude.

Ensure all departmental reports are prepared timely and accurately and meet OMRAN Group’s requirements, policies, guidelines and standards.
