Ooredoo looking for Department Head – National Wholesale

As a National Wholesale Manager you will be primary responsible for the development, implementation and execution of the National Wholesale strategy and day-day management of the National Wholesale function and for ensuring delivery of the various tasks identified below. This includes making recommendations to the immediate Director and CBWO with respect to National Wholesale strategy and annual planning and ensuring implementation of the same once approved. The candidate will represent the company for National Wholesale matters and is responsible for developing the wholesale product portfolio of the company as needed to serve the business of the company
You will be accountable for the secure the department fulfil the overall targets and responsibility by oversee and manage the departments staff’s delivery against the key activities.
Core Responsibilities
You will be responsible of the following:
Strategy & Planning
Develop/formulates, implements and maintain Ooredoo Oman’s national wholesale strategy taking into account emerging changes in regulatory, technology and commercial environment.
Translates the strategy into the AOP and associated budget
Tracks and monitors progress against the plan and reports regularly
Drives minimizing Ooredoo Oman’s wholesale cost and maximizing revenues.
Identifies potential future wholesale partners
Liaises with the technology units within the company and the Ooredoo Group to ensure the technical planning, designing, managing of the required infrastructure is continuously updated and in line with predicted demand
Keep abreast of all technology advances and global trends in order to foresee changing needs of customers on the wholesale at national level and takes appropriate actions to secure the Company can capitalize on those developments
Develops the business area of future national wholesale business opportunities
Seek to maximize strategic opportunities and secures Ooredoo presence at Oman’s wholesale business landscape
Overall responsibility for the commercial implementation of national requirements by identifying partnerships, negotiate agreements and obtain board approval
Achievement of Revenue Targets and product development
Responsible for achieve Ooredoo Oman’s yearly national wholesale revenue targets detailed in the AOP and 3-year plan
Maintain control over all national wholesale revenue and cost/capacity forecasts
Manage departments own internal budget related with national wholesale
Develop, incubate and roll-out national wholesale products and services that fulfil the license requirements including reference access, interconnect offers and other commercials contracts as deem required for Ooredoo’s National requirements.
Develop, incubate and roll-out national wholesale product portfolio of regulatory products (carrier select, interconnect access, local loop unbundling etc.) and commercial products (leased line, site sharing, national roaming, reseller products) in order to achieve revenue targets
Negotiation of Agreements
Drives the negotiation of and overall responsibility for the following agreements:
all interconnect agreements, transmission agreements, national roaming agreements, etc. with class I licensed operators current and future.
wholesale agreements including reseller, ISP and MVNO agreements with class II licensed resellers in Oman (mobile, fixed operators and resellers)
wholesale and or commercials agreements with other national infrastructure providing operators in Oman
Focal point for nationally licensed telecom operators and infrastructure providers and the agreements of mutual pricing
Responsible for securing the Department as ‘”customer service” interface for other national operators and infrastructure companies
Wholesale Financial Management & Regulatory
Responsible for the billing, settlement, disputes, claims and complaints with respect to the national wholesale area
Develops Reference Interconnect Offer and Reference Access Offer as per the regulatory obligations
Proposes actions for lobbying the Government Ministries regarding telecommunication regulation changes within the wholesale areas to optimize value creation of the Company
Leadership
Communicate Company and Department strategy and AOP to the team and ensure their understanding
Delegate and Empower the team for decision making and to provide opportunity for growth
Lead, manage, motivate, coach and develop own team members to ensure the highest level of performance at all times and in delivery of their daily tasks
Ensure all team members have in place performance contracts, are regularly and accurately reviewed and have development plans in place which are executed
Identify development needs and support their delivery to ensure the highest levels of performance across the department.
Inputs into the development of the company’s regulatory and wholesale short term and long term plans and strategies

At least 10 years’ experience within telecommunications field
5 years’ experience directly related to the duties and responsibilities specified
above
Excellent knowledge of wholesale carrier, national interconnect and regulatory issues and their development
Strong experience in National Wholesale
Strong experience in telecommunications regulation, and
Negotiation skills
