Manager Planning & Scheduling (Center of Excellence)
Job purpose
- Lead the definition and implementation of tools to support Planning & Scheduling for RPI Assets, in line with Strategic (5+ yr.), Business Planning (5 yr.), Budget (1 yr.), monthly rolling horizon, and daily planning and analysis processes for domestic assets, acting as single point of accountability for driving operational excellence and strategic alignment within the Asset Production Management function at RPI through;
- (1) Overseeing the Model Owner Linear Programming (LP) and Model Owner Aspen Petroleum Scheduling (APS) end to end tasks for the effective and efficient planning and analysis of RPI operations, making informed decisions, and ensuring the seamless integration of strategic planning with day-to-day scheduling and execution,
- (2) Leading the Resource Allocation, Risk Management, Performance Metrics, Technology Integration, Budget Management and back casting activities to drive efficiency, profitability, and continuous improvement; In order to ensure that RPI’s operations are effectively planned and executed,

Responsibilities:
Center of Excellence Leadership
Lead the Planning & Scheduling Center of Excellence, ensuring alignment with overall business objectives.
Foster a culture of continuous improvement, innovation, and best practices within the centre.
Provides guidance on key operational issues to the team.
Provides functional oversight on policy/standards, development of people, recruiting, etc.
Responsible for the accuracy, reliability, and effectiveness of their respective Model Owner. This includes ensuring that the models align with current capabilities and business goals and are updated as conditions change.
Model Owners
Model Owner for Linear Programming (LP):
- For Optimization of RPI Operations by considering various factors such as crude selection, unit capacities, and product specifications to maximize profitability.
- Scenario Analysis, helping the Assets management RPI to understand the impact of different variables on the overall operation. This includes changes in crude types and prices, market demand, or expected unit reliability.
- For Strategic Decision Support by supporting strategic decisions related to production planning, inventory management, and resource allocation. Model owners develop the LP model to align refinery operations with business objectives.
- For Continuous Improvement of LP models to reflect dynamic changes in the refinery and market conditions.
Model Owner for Aspen Petroleum Scheduling (APS)
- For detailed scheduling of RPI Assets operations on a day-to-day or hour-to-hour basis.
- For Real-Time Adjustments to the production schedule based on factors such as equipment availability, unexpected disruptions, and changes in market conditions.
- For the Integration of the production plan with execution by tying the execution of the production plan to ensure that the scheduling aligns with the actual capabilities and constraints of the refinery units.
- For Interfacing with Operations to ensure that the detailed scheduling is communicated effectively to the operators on the ground. This involves coordinating the timing of unit startups, shutdowns, and maintenance activities.
- For Performance Monitoring of the scheduling system, identifies any deviations from the plan, and implements corrective actions to optimize the refinery's day-to-day operations.
Background and experience
- 12+ years of Downstream Refining/Petrochemical Commercial / Hydrocarbon Value Chain/Process Engineering experience.
- Strong working experience in hydrocarbon planning (Long term)
- Significant experience in refinery operations, planning, and scheduling, with a focus on optimization and scheduling tools to support commercial excellence.
- Experience in Plant optimization and lifting scheduling.
- Demonstrated experience in continuous improvement methods by analyzing gap-to-potential.
- Previous leadership experience in a similar role.
