Proficient, HSE (22723)

Role Purpose:

• Develop, and manage the implementation of the health, and Safety plans across all sites of Omantel and all related operations in accordance with Omani & International legislations to reinforce a culture of safety compliance and provide a safe working environment.

KEY ACCOUNTABILITIES & ACTIVITIES:

Strategy :

• Ensure effective cascading of the HSE strategy into business plans to ensure vertical alignment and horizontal integration with other interfacing unit strategies.

In liaison with the Senior Manager - HSE, contribute to the development and formulation of the HSE Strategy ensuring alignment to the vision, mission and the business strategy.

Management :

• Support setting up HSE Business KPI’s and overall health and safety strategy through effective leadership approach and management style.

Organization Structure :

• Recommend an organization structure for HSE in coordination with the Senior Manager, so that resources are optimally utilized, and communication can take place in an efficient manner.

Budget :

• Recommend an HSE budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalized upon.

Policies, Systems, Processes & Procedures :

• Develop and manage the implementation of department HSE management systems, policies, procedures, and controls covering all areas of department activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.

Continuous Improvement :

• Identify and execute opportunities for continuous improvement of HS management systems, processes and practices taking into account ‘international leading practice’, improvement of business processes, cost reduction and productivity improvement.

Operational :

• Plan and manage all HSE activities in line with the approved HSE strategy and corporate objectives and policies while providing professional advice and assistance to all departments on HSE issues to facilitate effective implementation of the defined campaigns. 
• Identify potentially hazardous areas or jobs and develop update and revise safety procedures which will eliminate or prevent accidents.
• Communicate the approved operational procedures and instructions to all staff and project sites and monitor their adherence so that work is carried out in a controlled manner.
• Ensure effective liaison with all operations on site to collate data on project activity, conduct occupational HS– impact assessments and direct the conducting of further studies to identify areas of improvement, and report findings to management for management decision making.
• Lead the Incident Investigation teams to find out the root cause of the incident and provide recommendations to prevent recurrence of accidents.

• Manage the timely collation of findings from Near miss reports and the conduct of root cause analyses etc, develop presentations to update management and facilitate prompt enhancements to HS procedure to minimize recurrence of incidents and ensure establishment of a safe working environment at all Omantel operations.
• Ensure periodic visits to all site operations to ensure compliance to defined HS standards and initiate investigations into all type of accidents in liaison with the HS Management, while reporting any non-conformances to the management.
• Initiate and conduct HSE campaigns and initiatives for Omantel staff.
• Initiate and conduct HSE awareness programs for Omantel staff.
• Conduct periodical emergency evacuation drill for Omantel HQ and its regional offices with coordination of Public Authority of Civil Defence and Ambulance.
• Develop Omantel fire warden & first aid units.
• Participate in HSE Steering Committees.
• Facilitate government official’s visits to Omantel to ensure HSE compliance.
• Work closely with different stakeholders on HSE tender documents particularly oil and gas tenders. 

Related Assignments :

• Perform other related duties or assignments as directed. 

JOB SPECIFICATIONS:

Knowledge / Technical Skills :

• Knowledge on international health, safety and environmental standards. Especially in the Telecom industry.
• Must possess good communication and interpersonal skills.
• Project management skills

Education / Certifications :

• Bachelor degree in relevant field, preferably Occupational Health & Safety degree.
• Lead Auditor certification for ISO 9001, ISO 14001 and OHSAS 18001 is preferred.
• NEBOSH or similar HSE certifications.
• Previous experience in Telecom business/ Industry will be an added feature.

الغرض من الدور:

المسؤوليات والأنشطة الرئيسية:

إستراتيجية :

• ضمان التتالي الفعال لاستراتيجية الصحة والسلامة والبيئة في خطط العمل لضمان التوافق الرأسي والتكامل الأفقي مع استراتيجيات وحدة التواصل الأخرى.

بالتنسيق مع المدير الأول - الصحة والسلامة والبيئة، المساهمة في تطوير وصياغة استراتيجية الصحة والسلامة والبيئة لضمان التوافق مع الرؤية والمهمة واستراتيجية العمل.

إدارة :

• دعم إعداد HSE Business KPI واستراتيجية الصحة والسلامة الشاملة من خلال نهج القيادة الفعال وأسلوب الإدارة .

الهيكل التنظيمي :

• التوصية بهيكل تنظيمي للصحة والسلامة والبيئة بالتنسيق مع المدير الأول، بحيث يتم استخدام الموارد على النحو الأمثل،  ويمكن أن يتم الاتصال بطريقة فعالة.

ميزانية :

• التوصية بميزانية الصحة والسلامة والبيئة ومراقبة الأداء المالي مقابل الميزانية حتى تكون الشركة على دراية بالتكاليف / الإيرادات المتوقعة، ويتم تحديد مجالات الأداء غير المرضي، ويتم الاستفادة من المجالات المحتملة لخفض التكاليف أو فرص تحسين الأداء.

السياسات والأنظمة والعمليات والإجراءات :

• تطوير وإدارة تنفيذ أنظمة إدارة الصحة والسلامة والبيئة والسياسات والإجراءات والضوابط التي تغطي جميع مجالات نشاط القسم بحيث يتم استيفاء جميع المتطلبات الإجرائية / التشريعية ذات الصلة مع تقديم خدمة عالية الجودة وفعالة من حيث التكلفة.

تحسن مستمر :

• تحديد وتنفيذ فرص التحسين المستمر لأنظمة وعمليات وممارسات إدارة النظام المنسق مع مراعاة "الممارسات الرائدة الدولية" وتحسين العمليات التجارية وخفض التكاليف وتحسين الإنتاجية.

التشغيل :

• تخطيط وإدارة جميع أنشطة الصحة والسلامة والبيئة بما يتماشى مع استراتيجية الصحة والسلامة والبيئة المعتمدة وأهداف وسياسات الشركة مع تقديم المشورة والمساعدة المهنية لجميع الإدارات بشأن قضايا الصحة والسلامة والبيئة لتسهيل التنفيذ الفعال للحملات المحددة. 
• تحديد المناطق أو الوظائف التي يحتمل أن تكون خطرة وتطوير تحديث ومراجعة إجراءات السلامة التي من شأنها القضاء على الحوادث أو منعها.

• إدارة تجميع النتائج في الوقت المناسب من تقارير الحوادث الوشيكة وإجراء تحليلات الأسباب الجذرية وما إلى ذلك، وتطوير العروض التقديمية لتحديث الإدارة وتسهيل التحسينات السريعة لإجراءات النظام المنسق لتقليل تكرار الحوادث وضمان إنشاء بيئة عمل آمنة في جميع عمليات عمانتل.
• ضمان زيارات دورية لجميع عمليات الموقع لضمان الامتثال لمعايير النظام المنسق المحددة وبدء التحقيقات في جميع أنواع الحوادث بالتنسيق مع إدارة النظام المنسق، مع الإبلاغ عن أي حالات عدم مطابقة للإدارة.
• بدء وإجراء حملات ومبادرات الصحة والسلامة والبيئة لموظفي عمانتل.
• بدء وتنفيذ برامج التوعية بالصحة والسلامة والبيئة لموظفي عمانتل.
• إجراء تدريب دوري على الإخلاء في حالات الطوارئ للمقر الرئيسي لشركة عمانتل ومكاتبها الإقليمية بالتنسيق مع الهيئة العامة للدفاع المدني والإسعاف.
• تطوير وحدات مراقبة الحرائق والإسعافات الأولية في عمانتل.
• المشاركة في اللجان التوجيهية للصحة والسلامة والبيئة.
• تسهيل زيارات المسؤولين الحكوميين إلى عمانتل لضمان الامتثال للصحة والسلامة والبيئة.
• العمل بشكل وثيق مع مختلف أصحاب المصلحة بشأن وثائق مناقصة الصحة والسلامة والبيئة وخاصة مناقصات النفط والغاز. 

المهام ذات الصلة :

• أداء واجبات أو مهام أخرى ذات صلة حسب  التوجيهات. 

مواصفات الوظيفة:

المعرفة / المهارات الفنية :

• - المعرفة بالمعايير الدولية للصحة والسلامة والبيئة. وخاصة في صناعة الاتصالات.
• يجب أن يمتلك مهارات جيدة في التواصل والتعامل مع الآخرين.
• مهارات إدارة المشاريع

التعليم / الشهادات :

• درجة البكالوريوس في المجال ذي الصلة، ويفضل درجة الصحة والسلامة المهنية.
• يفضل الحصول على شهادة المدقق الرئيسي لـ ISO 9001 و ISO 14001 و OHSAS 18001.
• NEBOSH أو شهادات الصحة والسلامة والبيئة المماثلة.
• ستكون الخبرة السابقة في مجال/صناعة الاتصالات ميزة إضافية.
