You will serve as an Interdisciplinary Community Planner/Engineer/Architect in the NAVFAC Echelon IV Facilities Engineering Command of NAVAL FACILITIES ENGINEERING COMMAND EUROPE AFRICA CENTRAL in Manama, Kingdom of Bahrain
This is an interdisciplinary position which may be filled by any of the following series: Community Planning (0020), Landscape Architecture (0807), Architecture (0808), Civil Engineering (0810), Industrial Engineering (0896).

Duties
You will identify opportunities, costs, risk and payback for innovative approaches to Shore Installation Management.
You will establish basic proficiency in information technology, such as Geospatial Information Systems (GIS), Interoperable Enterprise Facilities Management (ieFACMAN), and eProjects,
You will leverage in-house technical expertise and management capabilities of other business lines and product lines (Capital Improvements, Environmental, Real Estate Services, Public Works)
You will oversee the production of a wide variety of facilities planning products and services in support of activities within the area of responsibility.
You will analyze facility measurement and space utilization data to address changing facility requirements and missions.
You will implement planning criteria when managing projects (e.g., Master Plans, Special Planning Studies, Basic Facilities Requirements, Facility Planning Documents, or similar components) to meet requirements.
You will inventory and evaluate facility requirements (e.g., internet Navy Facilities Assets Date Store [iNFADS]) using knowledge of real property asset management procedures.

This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
Must be able to obtain and maintain a U.S. Passport.
May be required to obtain a VISA dependent on the overseas country?s laws/regulations.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
A degree in an appropriate engineering, architecture, landscape architecture or planning discipline is required.
Appropriate professional registration or applicable certification for the discipline is desired.
Contracting Officer's Representative appointment letter is required.
The employee must sign a Conflict of Interest and Non-Disclosure Statement and annually sign a Confidential Statement of Affiliation and Financial Interest (DD Form 1555).
Qualifications
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing planning recommendations for construction, demolition, energy, maintenance and facilities development projects; 2) Reviewing engineering/architectural drawings or specifications for construction, demolition, energy, maintenance, facilities development projects to identify inconsistencies; 3) Using planning systems and automated data bases to capture spatial or geographic data to support facility planning. Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
0810/0896: Bachelor's or higher degree in Engineering from an accredited school of engineering (1) with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
0020: Community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
0807: A bachelor's or higher degree from an accredited college or university in a landscape architecture or landscape design OR successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in landscape architecture in an accredited college or university.
0808: Bachelor's or higher degree in architecture or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Relocation and recruitment incentives up to 25% may be authorized. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).

Tour of duty will be 18 months unaccompanied or 24 months accompanied. The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders. Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
